BRIEF
In a city that was built based on its strategic location along the Mississippi River and today remains one of America’s largest inland ports, St. Louis is a city where the impact of the river is felt, but the river itself is largely unseen. Hidden behind Army Corps of Engineers water management fortifications, the river is understood to be an unsightly, muddy, working river, and also a danger with frequent and intense flood events that are only becoming more common.

The location of the initial French settlement remains one of the only locations where the unpredictable river does not require flood walls and levees due to the natural grade and is visible and accessible to the public. This territory includes the Gateway Arch National Park, the Laclede’s Landing, and a casino and entertainment district to the north. Our site is located at the end of this public corridor, at the beginning of the flood gate and wall fortifications that protect the adjacent
historic Ashley Energy Powerplant and various industry of the Near North Riverfront neighborhood.

This site is a prime location for a book-end piece of architecture to complete the public riverfront and transition to the industrial and fortified riverfront. A greenway is currently planned for the area, but this competition will specifically address architectural and infrastructural interventions.​
PROGRAM
This hypothetical project is conceived with a threefold mission of Research, Education and Public Outreach based on the rivers, the watershed, and the sustainability and resiliency of the communities within the watershed. The research center’s aim will be to contribute to a better understanding and management of the watershed, encourage and facilitate the development and dissemination of new knowledge, encourage and facilitate new multi-institutional and
interdisciplinary research, and encourage and facilitate regional collaboration.
